This may sound odd, but I would tell the woman, and all your neighbors, that you are having dangerous, tragic thoughts, about her, so she will know of the threat you pose, and she can avoid you, at ALL COSTS.
File a Police report, on YOURSELF.
The "help" you claim to be getting, apparently isn't working, according to YOU.
