Yes because fantasies are just thoughts. I or you can think about anything and it harms no one. But our actions can definitely hurt others. Do I think it’s sick to rape people or hurt others? Yeah of course. Do I think people that want to do those things need professional help yeah but I refuse to convict based on a thought crime.
So where do you draw the line? And what would you do about someone that does think that but hasn’t and never will act on it? What though crimes should we punish and which ones should be ignored. If they haven’t acted on it who are they hurting. I wouldn’t be friends with someone that thinks like that about children. I would tell them to get mental help. The real problem I see with thinking like that is that thinking turns to rationalizing and doing all to often. And those people need to be punished. And we need to try to prevent it from happening in the first place.

Not everyone will act on those fantasies. Whether it’s because they know they’ll be caught or they feel bad for have these fantasies doesn’t matter. It’s not immoral to have a thought and fantasies are just thoughts. Actions are what hurt people thoughts don’t.
