Well, there are plenty of countries that do what you suggest. It is for better or for worse. But that's not America. Really the only way to narrow it down would be to use income or level of education. But then you don't represent a big part of the population.
I actually think that the smaller elections at the state and city levels carry more weight for most people. Those things can actually impact people's lives a noticeable amount. So, I don't really agree that the national elections carry more weight, if that's what you are trying to say.
The whole point of elections is that everyone who is a citizen gets a say. If you live here and are in good standing, you get a say. For the people and led by the people. Something like that, right? How can you have a government that is ran by the people if you exclude a huge amount of people from having the opportunity to have a say?
America is not about what "SHOULD" happen. What "THE BEST" decision is... the whole point is that it is about freedom and equality of opportunity. We could just put the smartest people, the most deserving people in power and be led to a Utopian society, but that is not the premise of our country... so that is why we have elections, and that is why we see what we see right now.
