Abusive people usually have already been abused, usually so severely that they can start to believe it is normal behavior..or "just how people are."
I think abused people need first hand experience with others who have well developed problem solving skills. I think they also need to be shown some compassion so they know what it feels like. Unfortunately, controlled settings to accomplish this are difficult to put in place.
