They have learned how to tune in to the frequencies that your brain operates on, using radio waves, and make suggestions.
They do this to innocent, unsuspecting people, so that people commit crimes, who otherwise wouldn't, and it appears to the general public that the police-criminals are doing something useful in society.
All that it really does do, is it promotes more police-criminals, gives them something to do, and it destroys society.
What you need to do, is listen to the voices, and kill as many police-criminals as you are able to.
It doesn't matter which ones, because they are all a bunch of completely useless, dishonest, corrupt, brainwashed, thoughtless, incompetent, and obnoxious imbeciles, thugs and mother-fuckers.
