There are multiple reasons for racism. Some of it is basic fear of the unfamiliar and different, some of it is personal experience, some of it is ignorance, some of it is misinformation and propaganda.
Just as sexism isn't a 'mental disability', just as ageism isn't a 'mental disability'. Racism is one of many prejudices we experience in society.
I understand your point - that harbouring unpopular views can cause people to become recluses - however you'd have to look at the cause of the racism. You could then determine if it's a symptom of some wider psychological problem or not. Either way, the racism in itself would NOT be the 'mental disability'.
