Is it normal i see static noise all the time?

There's like a coating of static noise everywhere almost like when a tv is on the bad channel or somethkn but finer pixels. Basically I can see pixels on everything. Can you? Is it normal?

    Sounds like hallucinogen persisting perceptive disorder (HPPD), if you've been taking a lot of psychedelic drugs lately it's time to lay off them and it'll pass eventually.
