Is it normal i never say hey?

i found a really nice guy and he made me feel really special. He seemed different to the others I had matched with as all the others just asked for photos or sex.
He spoke to me and called me all sorts of nice things and boosted my confidence.
Every time I sent a photo he would reply and we'd chat a bit after a few days passed he asked less and less and the convos were shorter.
When I'm really interested in someone though I act not interested because if I was myself I'd come across desperate and clingy and I didn't want to pester him.
Even turned down a phone call.
He talks to me less hardly at all now.
But my head is spinning because he said he'd love to date me etc.
But I have never actually just gone 'hey' it's always just been a photo to get him to notice me.
So should I ask him if he's still interested in getting to know me? Then if he isn't move on.
Really like him.
