Is it normal i need help with a sexual problem?

I've never had any sexually transmitted diseases or infections but last night, when I was undressing, I noticed something on my penis.

It wasn't on my penis specifically but floating close to it. It looked exactly like a raincloud. Wherever I went, it followed me at a distance of about six inches away from my penis. It doesn't hurt or cause discomfort.

      A great idea! It would save some money too - I've been using condoms as waterproofs.

          Uh... It would only be bad if you're not drawing in color. Then it would be a crime, really. Because the raincoat HAS to be yellow.
