Hell to the yeah! If people do a shitty job they deserve complaints. You will probably have to go above their heads. I bet there's probably a medical board that regulates facilities like this one where you could place a formal complaint with if you don't get any results.
I had to go back to the same place today and noticed that the people working there today were nicer than ever before. Who knows, maybe there manager had a word with them? Of course it could just be a coincidence. For the next two days I have to go back there again anyway. If I witness anymore unprofessional behaviour I will complain to the regional medical board. I totally agree with you that if people can't be bothered to behave professionally at work they deserve complaints.
Behaving professionally includes explaining to clients what they are supposed to do properly, and treating them with respect. The staff at the lab failed at both of these criteria. Therefore they wasted my time and caused me stress.
