it's inappropriate because usually most 18 year old are still fairly immature and vulnerable and thus could be easily manipulated by someone who's much older with more life experience.
Why do you think the older partner would want to manipulate anyone? That's a ridiculous assumption that age makes people power crazed in relationships.
