1) Place a personals ad, and explain that you're looking for a guy who wants to be flashed (and baked cookies for at the same time?)--- I think there's guys who are looking for that.
2) Or, go find a nude beach! And just hang out there, while cheerfully passing out cookies to people. People at nude beaches like picnics! (I know because I've been to them =))
Nude-beachers might not want you to shake your junk at them, or anything, though. So if you want to do that, then I'd go with the personals ad. And yeah, other people are right that you should not flash anyone, who did not ask to be flashed.
Or you could become a stripper. But strippers usually don't pass out cookies?
