IT IS NOT SEXUAL HARASSMENT. IT IS NOT HARASSMENT EITHER. Legally, at most it could be called "public lewdness" or indecent exposure, it is NOT anything like sexual harassment.

You can't just assume that all men are perverted beasts. If a woman flashed me and gave me a cookie, I'd get a little uncomfortable. I certainly wouldn't eat the cookie.
You never know what might be traumatic to some people. What if someone had suffered sexual abuse as a child and you trigger a flashback? What are you trying to prove about yourself, anyway?
I realize that there's a possibility that this is a troll thread, but I'm saying this in case you are actually serious.

Also, look up aggressive and you may be better understanding of its use in this context. Hint: persistent, actively purposely continuing the behavior
Harassment, by definition, requires continued bothersome acts.
