It is sexual harassment, you are showing your breasts to people that may not want to have your sexual parts thrown in their face. Would you like it if a guy walked up and done it to you with their penis? Do you think such behaviors are approprotate around children? If no, then why not if there's nothing wrong with it?

I do not support the rape culture theory, but that doesn't mean I do not oppose sexual harassment.
You "doubt" it made me uncomfortable? Well, it did, your doubts are merely that and do not speak for how I felt in those situations. "Maybe you were just not attracted to the guy"...It wasn't a guy, they were female.
When they showed me their breasts I was not interested, I did not want to see them. The sexual context in which I did not willingly take part in or wanted to did make me feel uncomfortable.

You never know what might be traumatic to some people. What if someone had suffered sexual abuse as a child and you trigger a flashback? What are you trying to prove about yourself, anyway?

Also, look up aggressive and you may be better understanding of its use in this context. Hint: persistent, actively purposely continuing the behavior
Harassment, by definition, requires continued bothersome acts.
