Do to many laws the stats may be obscured but many people are attracted to younger aged people. While it is wrong for such young people to have sex do to the fact they do not have sufficient understanding of themselves or the world we treat people with pedophilic urges as if they are willingly and knowingly deciding to do these things.
The fact of the matter is pedophilic urges are like being homo or bisexual it is not something controllable and instead of persecuting them we should help them as often times such urges can be due to mental or emotional traumas.
Some people have even willingly turned themselves in to prevent themselves from acting on their urges only to be turned away and when they do act on them they are persecuted and are sent to rot in a cell where they will most likely die as such crimes are not looked upon in a good light by even some of the most hardened criminals.
I believe that if we treated and helped people with pedophilic urges before they act or even afterwards during their prison time that it would reduce such crimes by a drastic percentage.
