You're very gullible and have fallen for one of the oldest tricks in the book: you don't even have a guarantee of promotion, only that he'll "consider" it. I'll bet he didn't put it in writing either!
He's a predator who's got himself free sex for 3 months and I'll bet it's not the first time he's done it.
IF he's married or in a relationship with someone you may be able to use that as a lever to get your promotion, or at least for him to "consider" it, but if I were you I'd find yourself another job immediately and write this off to experience.
If you're in a union (and I'll bet you're not) you could get some advice about sexual harrassment in the workplace or maybe there's somewhere else you can get support.
In Australia it would be possible for you to leave the job and then claim compensation for unlawful dismissal because his behaviour caused you to leave, but I don't know if that's an option wherever you live.
