It depends on the the degree when in public and the place. A quick kiss and holding hands is not a big thing. Major wrap up with french kissing is.
The area of the airport where flight passengers can meet people waiting for them is an exception. There it's not uncommon to see some major kissing, hugging, etc. Those people may not have seen each other in a long time.
I love being in the arrivals lounge at the airport. I'm an immigrant so I'm usually waiting on someone I haven't seen in a very long time, and while I'm waiting I find watching other people having their own happy reunions is a very heartwarming way to pass the time.
