The problem with our help in Africa is that we are now allowing more women to reach sexual maturity. They are not educated about birth control, so becoming pregnant is imminent. The more children they are bringing into this world the more support they will need.
What Africans need are more safe sex methods and more education. Yes, food and water help of course, but that will not slow their birth rate. The sooner we start educating the third world about contraceptive methods, the sooner we can actually help. Right now the cycle is: give food, water and/or medicine to them, more men and women reach sexual maturity, more of them have children, more children = more poverty as we already have a hard enough time sustaining their current population.
