Is it normal i don't want to do commission?

I have a business I was going to start. However I cant decide if I should do salary or commission. Commission would be very beneficial for me. However I have done commission jobs and I felt like I was being ripped off and no one ever paid me than fired me. I would feel guilty fucking someone else over like that but salary is more expensive.
