In many places, the land is arid. There is very little rain, so there are very few plants. Where there are very few plants to eat there will be very few animals that can survive because the animals that eat them will starve (yes, animals can starve). Where there are very few animals or plants to eat humans starve. You can't migrate if you'd have to travel hundreds of miles to find food, and traveling hundreds of miles requires food in the first place, and water. You can't steal food if no-one has enough, and what's the point because if you're one of the lucky few that has food it can just get stolen from you anyway. And even a little bit of food isn't enough - you can still suffer disease due to malnutrition.
