I know this isn't all that helpful, but it really just depends on the person. There's no formula for effective flirting. Any 'technique' that works on most people is going to be as vague as "make eye contact" or "laugh at their jokes", and such things are obviously too ambiguous to really do much for you romantically. That said, those vague techniques wouldn't hurt either.
