Is it normal i cant make a decision

I have an option of going to a make up school to continue my career as a cosmetologist. however the school is in a city that I hate. I cant stand the weather and the people the transportation etc. I'm leaning towards staying no to school just because I don't want to deal with these things for 4 months..

Is It Normal?
