Well you basically told us that you can't keep him youself if you join the military and that none of your friends and family are able to take him, with the exception of your mum who will only do so temporarily. So unless your mum changes her mind and adopts him I really don't see that you have any other option than rehoming.
I guess I was lucky - I moved abroad last year leaving my dog behind with some friends who also have a dog. I pay for food & vet bills etc. I still feel guilty for leaving her but she has a much better life with them than she would here. That's all the advice I can give. Hope you find a good solution to your dilemma.

Im not trying to re home him. He also hates everyone who isnt me, my mother, or my dad. The fact the vet can do anything with him is astounding.

I hope you have not been assigned to a country where they eat dogs. That's as bad as killing whales and cats.
