I think women who are very average-looking can be extremely sexy. It's not so much about their clothes or makeup. Nice hair, healthy skin, and a cute smile all help, but it's more about attitude. If you give off an air of liking yourself - being comfortable in your own skin - and knowing that you're sexually desirable, people do pick up on that.
You say you're happy to talk to guys, but it never goes further than that. You do understand that guys are generally pretty hopeless about picking up subtle signals of interest, right?
