He wants to remain in control (straight guy thing), but a relationship is a two-way street, and he should know that you won't keep coming back to him forever. You need to communicate, and tell him, if he wants you, he can't keep you on a leash (You're no French poodle, Honey). You're allowed to talk to other guys as friends.
