Is it normal for your boss to touch your penis

Ok so when I am at work, sometimes my boss will lean over my chair, put his hands down into my pants and touch my penis. He does this about 4 times a day. He always puts his finger to his mouth and says shhhh and slowly backs away while still shushing me.
