Okay, I'm a guy, but I'll weigh in regardless (because I do that).
Personally, I used to be "really good looking" when I was younger, now I'm a 48 year old fat guy who's hair is falling out. In short, I'm now one of those "Ugly Guys". I own it - because lets face it, I can't bloody change how I look! (yes I know, I could lose weight, but seriously it isn't going to make that much difference)
I flirt with anyone. Put me in a social environment with a few drinks, and I'll chat up a table lamp. I don't care if you are 25, 55, related, lesbian, a drop dead gorgeous model, or someone who is "Particularly plain" - I have a flirtatious nature and I don't usually try and hide it.
That said, most of the time if my easy going flirtatious nature is misinterpreted as "hitting on" someone (and they either get offended or want to take things a little further), I'm quick to set the record straight - I'm also damn near a cripple, and to be frank a couple of hours of vigorous sex would probably put me in hospital begging for morphine.
Oddly enough, it's usually the younger and more attractive women who misinterpret my personality as "the creepy old guy is hitting on me", probably because more guys actually DO hit on those women.
In short, what I'm saying is that I believe a lot of the time these "old ugly guys" that you believe are "hitting on you" are just in fact being sociable, and because you believe yourself to be attractive you THINK they are after sex. If it bothers you, try a polite "Hey, you're a nice guy, and just so there are no misunderstandings, I'm not interested in you as anything other than a friend".
In any case, writing someone off because of their age or appearance is actually pretty shallow.
