Your situation seems a little more tricky. You have obviously touched/fondled your buddy, and he doesn't seem to protest. Have you ever touched his penis, or kissed him? If so, how did he react? It may be that he is bi curious, or perhaps he is just not bothered at all about your mild advances and values your close relationship.
This is a delicate situation, I know you value his friendship and don't want to lose it, so be careful.
Like others have said, it is time for you guys to have a serious conversation, we know what you want, but his desires are not as clear.
