At 13, he should know better than to grab his younger brother genitals and to have his brother grab his. The "I guess so" part makes it sound like he doesn't really want to do it, but is anyway. Make them see a therapist. This is very odd. Your husband needs a wake up call. I know he was abused, but maybe he doesn't want to admit that there's something wrong with his elder son.
