That's the philosophy that I agree with, and it's fine if you clean your toilet on a regular basis- AS YOU SHOULD.
Unfortunately, not everyone is so conscious of saving water...
At other peoples houses I half flush for No.1 unless instructed otherwise.

He's saving water, thus reducing the water bill. Just close the lid so your bathroom doesn't smell funky.
