Sounds like she enjoys frustrating you just for the hell of it. I do it sometimes to my bf just to get a rise out of him. Its like a joke, when I tell him the truth he's like "oh you ass.." I don't do it often though, and I don't think its right. It's also like a form of being in control of information that dictates others, and we like to abuse it or embrace it when we are never usually in control of anything else.
If she does something like this you should let her know that you drove all the way over there to pick her up because she said 9:30 and it really frustrates you. If she's aware of what she's doing and realizes how much it upsets you chances are she will slow down on it a bit.
