I don't think its normal to give the wrong answer the first time, when you know the right answer. Only because it would drive alot of people who you do it to up the wall, and cause a lot of trouble for yourself. If you do it regularly, someone might physically harm you for marking them around.
The intention of the person doing it, speaks volume about whats going through their brains. Are they deliberately trying to make you angry? Are they wanting attention? Are they testing your patience? Are they darn right stupid? Thats why I don't think its normal.
