Nudity within the family is very normal and can be normal for some extended families. However, extending it to cousins, nieces, nephews, and or their friends when they're young could raise some concerns and probably get you arrested in the USA.
What you do in allowing (not forcing) your children to go nude is totally up to you but other peoples children probably crosses the line.
I encouraged nudity and we had no problems in my immediate family, but we made sure the children knew, this was not the norm in every household and to wear clothing unless they knew it was absolutely acceptable in other areas. You must also unfortunately make them aware of predator/dangers from others.
