this couldn't be considered within the norm. its hard to establish what true love is, that's a story you write yourself. however putting up with his crap is doing neither of you a favor, and if he proposed to you four times and you denied him every time he should take a hint.
perhaps you two need to talk about this relationship a little more because if you're dating on and off that's unhealthy, especially if he went outside his relationship. rushing a marriage in all of this will just end in disaster.
