I'm not sure of the exact circumstances here, but at her age, she should have been old enough to go through the women's changing area/locker room, not with her brother. If she were an infant or toddler, then yeah, he might not have had a choice, but at her age? No way.
Of course, my feelings on this may be biased because I absolutely haaate the fact that at my pool, the women's locker room/changing area is a vile mess with people's rotten sprogs always underfoot while the men's is pretty much pristine, according to my husband. If I had my way, it'd be Men, Women and People With Kids.

Yes, a family change room would be better for everybody I suppose, but I think most suburban parks don't have them.
It is possible she might be younger if she skipped a grade.
That's odd, I would've assumed the women's would be more tidy.
