It really depends. Is it some lazy person who just doesn't care about it even though he/she IS capable of decent grammar? Or is it someone who is new or does not speak the language in his/her daily life? If I am unable to find out, I just try to not mind it. After all, I myself am not a native English speaker. I only started using English practically four years ago. But if you're able to write decently, then DO write decently.
And I agree with gowila, because it's true. You can present a perfect argument, only to have your opponent point out that "it's 'has', not 'have." Oh, okay, I'M SORRY. Now are you going to rebut my points or not?!
