It's not an optic nerve issue. The part of your brain makes sense of motion sounds screwy. There was one case, after a woman got brain damage or some kind of brain surgery (i forget), she literally couldn't see motion. She saw 'pictures' in succession but not motion. If it's causing you distress, and you can afford to, see a neurologist. Maybe they'll know what to do.
Is it normal for normally fast moving things to appear to be still?
