I believe it's somewhat normal. It's probably a problem with your optic nerves. Your eyes actually refresh somewhat like a computer monitor at about 30 times a second. It's altogether possible that there could be a problem related to that brain function going on.
Your brain is supposed to sort of fill in the gaps in the video by taking the average position of everything over time and judging based upon that. What's happening to you may be like a skipping track.
Maybe check with an eye doctor if it really is an issue.
Is it normal for normally fast moving things to appear to be still?

Hopefully theres a cure, its really annoying.
