Is it normal for normally fast moving things to appear to be still?

Basically, quite alot when I drive and when I play cricket and stuff, things that move at high speed seem to momentarily stop and im in full realisation of this, for example I think an oncoming car is parked and I miss a swing because I miss the timing of the cricket ball. Although when I do boxing, it helps me dodge peoples punches, its like glancing at a picture for a little bit, If a car with its lights on goes round a bend, I see an afterimage of the lights like from that weird car advert where the man is looking at all the colours of cars driving by. But not that intense.
Its really, really frustrating, is this normal?

    That's what happened to me when I fell into a pond once on my bike, long time ago. When I fell I felt like I was still, hovering above the water, even though I know I was falling quite fast. Strange.

    It's not an optic nerve issue. The part of your brain makes sense of motion sounds screwy. There was one case, after a woman got brain damage or some kind of brain surgery (i forget), she literally couldn't see motion. She saw 'pictures' in succession but not motion. If it's causing you distress, and you can afford to, see a neurologist. Maybe they'll know what to do.

    I believe it's somewhat normal. It's probably a problem with your optic nerves. Your eyes actually refresh somewhat like a computer monitor at about 30 times a second. It's altogether possible that there could be a problem related to that brain function going on.

    Your brain is supposed to sort of fill in the gaps in the video by taking the average position of everything over time and judging based upon that. What's happening to you may be like a skipping track.

    Maybe check with an eye doctor if it really is an issue.

    I managed to do this once when someone threw a pen at me i saw it clear as day for a second then i dodged it.
