I don't think it's normal. I'm also 18, 5'4'', and between 140-145 ibs, but no one has ever called me fat, and I'm the only person who thinks I should lose weight.
You're parents don't seem very supportive if they say that you're "scary" without make-up- I don't wear make-up at all, and no one says anything. And if you're boyfriend think you're fine the way you are, then why should you have to change?
