Have a long talk with both of them. If he is doing sexual things with her tell her he needs to back off. Say something like "You're going to be an adult soon so I expect you to act like an adult." Tell him how you feel and then listen to him and if he says "I never did anything sexual with her" Then either he's not which is good or if he is talk to her and him about and let them know that you don't approve, etc etc. There could be legal ramifications for him.
