Try some skin lotion on your nipples. You may just have dry skin making them scaly. Rub it in good twice each day. That might not solve your problem but it will feel good and won't do any harm.

scales aren't normal, but the bumps are. Maybe try moisturizing them? Be careful what you use though, certains moisturizers can cause them to be sensistive

The bumps are your milk ducts, dunno about the scales though :S

Sounds pretty bad, but something that a person could easily overlook.
