He's dating your mom, but it seems like he wants you too.
You could tell him that it makes you uncomfortable and see if he respects that boundary, but, from what I've read so far, it seems like he's a guy that both you and your mom would be better off without.
If he's already scouting out his girlfriend's daughter, he is most likely open to cheating on her - even if you don't give him a chance, someone else will.
