Giving other children inspiration and praise makes them do better.
By ignoring you (not fully I hope?) they are trying to show others that they are not favoriting you in the youth program (this is a sensitive area for many, where the child of the people running it could even be picked on by others if they were given too much (or even the same amount) of time by their own parents!
The other point you made about food is a concern.
Food/water (housing, a bed, love, schooling, security and health) are mandatory parental requirements by law. It could be argued that you are not dieing of malnutrition and therefore they ARE doing the right thing.
There's also the possibility they have put you on a controlled diet (for proper health reasons). Plus also too much food is not that good for you anyway. Scientists have confirmed that if you still want more food, then this can actually prolong your life. But if you eat fully until you can't eat any more, then you could die earlier.
Mind you it does concern me about the food.
I'm hoping they still give you love and attention privately though, as this would not create any concern for the youth program.
Note: IF it was a religious camp, I would have said RUN for your life!
Is it normal for my mom to act like this?

A summer program for youth. Are they religious by chance?
It would all depend upon that in my opinion.
