I think she's just being a b%&ch! She wants to control as much as she can...maybe bc she's used to being in control before she moved there. And she most likely KNOWS she's intimidating.
BUT she could possibly be acting this way bc she really doesn't want people to get close to her and lose someone she cares about, like her husband. Then again, that's really not an excuse to mistreat ppl either.
You're mom just doesn't want problems and possibly it trying to see the best in her. It's probably lost income, if she tries to get rid of her, right? Also, she might know a side of this lady, you just haven't seen before, that would cause your mom to believe that she really IS a good person who really DOES like you.
As for the cats: As a previous room renter, as long as she was aware of these cats and they did not set foot onto HER part of the property without consent...it's none of her business. It also depends on what the agreed terms were when you guys signed the contract, YOU DO HAVE A CONTRACT??? What parts are considered her property? She also shouldn't be careless to leave HER door or garage open either. But if she pays rent, there has to be a line of respect for BOTH parties.
Your mom needs to be firm and address physical boundaries now before it can escalate. Like the possibility of Humane Society being called if they end up in "her" garage or her suddenly NOT PAYING bc she doesn't like the rules forcing your mom to evict her, which could take MONTHS! (And she lives FREE for those months.) Good luck with this one!
