If you have quite a bit of leg hair then yes that's completely normal
Some people just get irritation but after a while of wearing and moving around/walking in those long socks or pants, the constant rubbing/pulling/snagging of the hair follicles can start to make your legs feels sore
It's not really your legs that are sore(as in the muscles or something) as it is the hair follicles or skin(the wording in the post might've caused a bit of confusion for some)
Some people don't seem to have much of a problem with it but I think it comes down to hair texture, strand thickness, and amount of hair overall that you have on your legs(like think of a park with trees versus a tree crowded forest in an area far away from where humans live)
Aside from that it can also come down to the blend/type of fabric you're wearing, whether or not it stretches, how much it stretches and cups your skin, 2 way or 4 way stretch?, the weight/strength of the fabric, and how much the fabric hugs your skin or hangs off/has distance from your skin
Best options for you:
Go to a clothing store and try on different styles of pants and different fabrics to find one that works best with your hairy legs(move around in them, squat in the dressing room, walk/run in place if you have to. They may feel comfortable standing but once you start moving/trying to sit, they may be horrible and give you that pain feeling again)
Or shave(but I understand that's not always the best option depending on how much free time you got in a day to shave, how much money you have to continuously pay for razors, or how quickly your leg hairs grow back)
