13 is young but she's not a baby. Barbie time is over toots. I don't like the prevalence of electronics either but that the way shit is today. And is it so bad for a kid to have a cell phone if it means you can always get in touch with them when they are out? Or for emergencies or god forbid they got kidnapped you can track them. I don't see a big problem with watching certain types of movies either. Parents should be able to judge what's appropriate for their kids whether you agree or not, its not your call.
