Could be various reasons. I know for a fact that my breasts are very sensitive, but in a bad way, I don't even like to touch them because they hurt when I do. It's because of all the caffine I drink, which is causing them to be sore.
But, then again, it could because she's not ready, or something like that. Why not ask her?
