Is it normal for my friend to have multiple "boyfriends"?

Maybe my title was in the wrong context, but let me explain myself.My friend has this problem of not seeing how seeing multiple guys at once, AND making out/fooling around with them is WRONG! At least in my eyes. She also thinks that they all know it's just Fribends (friends with benefits), when in reality she has hurt a lot of guys, and one in particular recently that she didn't feel the slight bit guilty of. This guy she fooled around with before and they had no commitments at one point, but then she started talking to him again right after she broke up with her boyfriend. He thought they had more going on than Fribends, but she thought that they had an understanding like from before. She broke his heart, because he wanted to be her boyfriend, but instead at the same time, she's also making out with her now ex boyfriend. Supposedly her and her ex know they are fribends, but she is probably screwing with his feelings too because even though he said he was fine with it, he probably isn't since they broke up a MONTH BEFORE. Is this even in the slighest bit, normal??
