Is it normal for my father in law to be jealous of my one year old?

Is it normal for my father in law to be jealous of my one year old daughter? My mom sees her grandchild every two weeks and my mom spoils her rotten with new clothes and toys. I am not sure why my father in law seems jealous but he makes comments about taking my daughters toys home with us that my mom bought which we leave in the corner in a toy chest. And he always drinks my daughter juice and milk which we buy specifily for her. I even caught him drinking from the carton.
